Title I Overview

The Title I Office is located in the Curriculum, Instruction and Learning Department.

During the 2018-2019 school year, all ten NLCS elementary schools and one non-public school are eligible for federal funds and to participate in the Title I Program.  This year, all ten NLCS elementary schools have Schoolwide status.

A Schoolwide Program (SWP) is a comprehensive reform strategy designed to upgrade the entire educational program in a Title I school.  Its primary goal is to ensure that all students, particularly those who are low-achieving, demonstrate proficient and advanced levels of achievement on state academic achievement standards.  The emphasis in SWP schools is on serving all students, improving all structures that support student learning, and combining all resources, as allowed, to achieve a common goal. Schoolwide programs maximize the impact of Title I. 

A Targeted Assistance School (TAS) uses Title I funds to support programs for eligible children.  Title I services are supplemental, i.e., above and beyond what is provided to all students.  The administrators and staff who are paid with Title I funds are responsible for making sure that all regulations are met.

All North Lawrence Community Schools Title I funded instructional staff meet the Every Student Succeeds Act (ESSA) requirements.

SWP and TAS schools must meet the ESSA requirements for parental involvement and use ongoing assessments to improve instruction, as well as revise their annual plan.  Professional development opportunities are provided for all staff. Schoolwide and Targeted Assistance provide strategies to increase parental involvement such as family literacy services. 

Each of the Title I schools assesses the needs of students and develops a plan as to how federal funds will be utilized.  Instructional staff is employed and supporting programs are implemented. 

Within the schools, the Title I staff work with students in an inclusion program. This program consists of assisting students in the classroom during whole group instruction, working with small groups, or working individually with students under the direction of the classroom teacher.

The Reading Ready program is an early intervention program for first grade students only. My Sidewalks is an intervention program that is an extension of our Scott Foresman Reading Streets Language Arts Reading Series.  T
he Fountas & Pinnell Leveled Literacy Intervention System (LLI), is an intensive, small-group, supplementary literacy intervention for students who find reading and writing difficult. The goal of LLI is to lift the literacy achievement of students who are not achieving grade-level expectations in reading.  Students are assessed and receive remediation in small group instruction beyond regular classroom instruction.  SSP is a daily 30 minute remediation program for students who have been identified as not having mastery of a specific math or language skill.

Students in grades K-5 are served with the largest number of students being assisted in the lower grades.
